 Written examination will be conducted for all the notified posts.

PC (G) posts in Open Market are reserved one each for Hearing Impairment & Orthopedically Challenged.

Note:-

  1. Reservation for BC-E group will be subject to adjudication of the litigation pending before the Hon’ble Courts and Government Orders
  2. Out of 32 total vacancies, 08 vacancies are earmarked to be filled up with the staff working in the PACS affiliated to the District Co-operative Central Bank , Vizianagaram, who full fill the eligibility criteria laid down in this notification and the vacancies as shown for other candidates in different categories may finally vary accordingly.
  3. If no in-service PACS staff is available in a particular category, the same shall be filled with a candidate from open
  4. The number of vacancies as also the number of reserved vacancies is provisional and may vary according to the actual requirement. Further, the Bank reserves the right to enhance or lower down the vacancies as per requirements at the time of final selection/appointment.

 PAY SCALE & EMOLUMENTS:

The scale of pay for the post of Staff Assistant is presently Rs.17900 -1000 / 3 –20900 – 1230 / 3 – 24590 – 1490 / 4 – 30550 – 1730 / 7 – 42660 -3270 / 1 – 45930 – 1990/1 – 47920 (20 stages) + 9 stag. Increments of Rs.1990/- each biannually after reaching maximum in the scale.

At present the total starting emoluments are around Rs.30,822/- per month, inclusive of DA & HRA at the current rates.

Note: Other allowances & perquisites admissible as per the rules of the Bank.

ELIGIBILITY CRITERIA:

For Open Market Recruitment:

Local Candidate:

 The DCC Bank has its area of operations as the District and as such all positions are within the District and suitable for Local Candidates only. Accordingly, candidates local to the Erstwhile Vizianagaram District (candidates having domicile of the district), only are eligible to apply for the posts.

The Criterion reckoned in this regard is as under:

  1. If he / she has studied in an educational institution(s) in “Local Area” above, for a period of not less than four consecutive academic years ending with the academic year in which he / she appeared or, as the case may be, first appeared for SSC or equivalent examination; or
  2. Where during the whole or any part of the four consecutive academic years ending with the academic year in which he / she appeared or as the case may be, first appeared for the SSC or equivalent examination he / she has not studied in any educational institution(s), if he / she has resided in the “Local Area” above for a period of not less than four years immediately preceding the date of commencement of the SSC or equivalent examination in which he / she appeared or as the case may be, first appeared.

A candidate for direct recruitment, who is not regarded as local candidate under sub-paragraph (1) above, in relation to the ‘Local Area’ shall:

  1. If he/she has studied in an educational institution(s) in that State, for a period of not less than Seven consecutive academic years ending with the academic year in which he/she appeared or, as the case may be, first appeared for SSC or equivalent examination be regarded as a local candidate in relation to :
  • Local Area as above if he/she has studied in the Local Areas for the maximum period out of the said period of seven years; or
  • Where the period of his/her study in the local areas specified above and other areas, are equal, if he/she has studied last in the local area specified above, in such equal periods;
  1. If during the whole or any part of the Seven consecutive academic years ending with the academic year in which he/she appeared or as the case may be, first appeared for the SSC or equivalent examination he/she has not studied in any educational institution(s) in Local Area, but has resided in the State during the whole of the said period of seven years, be regarded as a local candidate in relation to :
  • Local Area specified above if he/she has resided for a maximum period out of the said period of seven years in the Local Areas ; or
  • Where the period of his/her residence in the Local Area and other areas are equal, if he/she has resided last in the Local Areas in such equal periods;
  • In reckoning the consecutive academic years during which a candidate has studied, any period of interruption of his study because of his failure to pass any examination, shall be disregarded.
  • The question, whether any candidate for direct recruitment to any post has resided in the Local Area shall be determined with reference to the places where the candidate actually resided and not with reference to the residence of his/her parents or other guardian.
  • If the claim for local candidature is based on study, the candidate is required to produce a certificate from the Educational Institution(s) where he/she has studied during the said 4/7 year period in the ‘Local Area’. If, however, it is based on residence, a certificate should be obtained from an officer of the Revenue Department not below the rank of a Mandal Revenue Officer/Tahsildar in independent charge of a Mandal that he/she has resided in the districts of ‘Local Area’.
  • If, however, a candidate has resided in more than one Mandal / District during the relevant 4/7 year period but within the ‘Local Area’ as the case may be, separate certificates from the Mandal Revenue Officers exercising jurisdiction have to be obtained in respect of different areas of the ‘Local Area’.

Definition: Physically Challenged Persons (PC) – Definition of Categories of Disabilities:
  1. An Orthopedically Challenged (PC-OC) person is one suffering from Locomotor Disability or Cerebral Orthopedically challenged persons are covered under locomotor disability with following benchmark:
  1. OA - One arm affected (Right or Left)
  2. OL - One leg affected (Right or Left)
  3. OAL - One arm & One Leg affected
  4. BL - Both legs affected but not arms

 Persons with OA & OAL category should have normal bilateral hand functions.

  1. "Leprosy cured person" means a person who has been cured of leprosy but is suffering from:
    1. Loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest deformity;
    2. Manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in normal economic activity;
  • Extreme physical deformity as well as advanced age which prevents him/ her from undertaking any gainful occupation, and the expression "leprosy cured" shall be construed
  1. “Cerebral palsy" means a Group of non-progressive neurological conditions affecting body movements and muscle coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly after birth;
  2. "Dwarfism" means a medical or genetic condition resulting in an adult height of 4 feet 10 inches (147 centimeters) or less;
  3. "Acid attack victims" means a person disfigured due to violent assaults by throwing of acid or similar corrosive
  4. "Muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move the human body and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents them from making the proteins they need for healthy muscles. It is characterized by progressive skeletal muscle weakness, defects in muscle proteins, and death of muscle cells and tissue;
Hearing Impaired (HI):

Deaf: means person having 70 DB hearing loss in speech frequencies in both ears

Hard of Hearing: means person having 60 DB to 70 DB hearing loss in speech frequencies in both ears

Visual Impaired (VI): Only those Visually Impaired (VI) persons who suffer from any one of the following conditions, after best correction, are eligible to apply.

Blindness:

  1. Total absence of sight; OR
  2. Visual acuity less than 3/60 or less than 10/200 (Snellen) in the better eye with best possible correction; OR
  3. Limitation of the field of vision subtending an angle of less than 10
Low Vision:
  1. Visual acuity not exceeding 6/18 or less than 20/60 upto 3/60 or upto 10/200 (Snellen) in the better eye with best possible corrections; OR
  2. Limitation of the field of vision subtending an angle of less than 40 degree up to 10

Note: Only “Person with bench mark disability” would be eligible for reservation with not less than 40% of a specified disability where specified disability has not been defined in measurable terms and includes a person with disability where specified disability has been defined in measurable terms, as certified by the certifying authority.

 A person who wants to avail the benefit of reservation will have to submit a latest Disability Certificate, on prescribed format, issued by Medical Authority or any other notified Competent Authority (Certifying Authority) in the District of the applicant’s residence as mentioned in the proof of residence in the application. The certificate should be dated on or before last date of registration of application.

 GUIDELINES FOR PERSONS WITH DISABILITIES USING A SCRIBE

The visually impaired candidates and candidates whose writing speed is adversely affected permanently for any reason can use their own scribe at their cost during the online examination, subject to limits as in (b) and (c) below. In all such cases where a scribe is used, the following rules will apply:

  • The candidate will have to arrange his/her own scribe at his/her own
  • The scribe arranged by the candidate should not be a candidate for the same If violation of the above is detected at any stage of the process, candidature of both the candidate and the scribe will be cancelled.
  • A person acting as a scribe for one candidate cannot be a scribe for another candidate.
  • The scribe may be from any academic stream.
  • Both the candidate as well as scribe will have to give a suitable undertaking confirming that the scribe fulfils all the stipulated eligibility criteria for a scribe mentioned above. Further in case it later transpires that he/she did not fulfill any laid down eligibility criteria or suppressed material facts the candidature of the applicant will stand cancelled, irrespective of the result of the online
  • Those candidates who use a scribe shall be eligible for compensatory time of 20 minutes for every hour of the examination or as otherwise advised.
  • Only candidates registered for compensatory time will be allowed such concessions since compensatory time given to candidates shall be system based, it shall not be possible for the test conducting agency to allow such time if he / she is not registered for the same. Candidates not registered for compensatory time shall not be allowed such concessions.
  • During the exam, at any stage, if it is found that scribe is independently answering the questions, the exam session will be terminated and candidate’s candidature will be cancelled. The candidature of such candidates using the services of a scribe will also be cancelled if it is reported after the examination by the test administrator personnel that the scribe independently answered the questions.
Guidelines for Candidates with locomotor disability and cerebral palsy

A compensatory time of twenty minutes per hour or otherwise advised shall be permitted for the candidates with locomotor disability and cerebral palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40%impairment).

Guidelines for Visually Impaired candidates

  • Visually Impaired candidates (who suffer from not less than 40% of disability) may opt to view the contents of the test in magnified font and all such candidates will be eligible for compensatory time of 20 minutes for every hour or otherwise advised of examination.
  • The facility of viewing the contents of the test in magnifying font will not be available to Visually Impaired candidates who use the services of a Scribe for the

Education Qualification (As on 01.01.2023)

Graduation of a recognized university and Knowledge of English and proficiency in local language (Telugu) is essential Knowledge of computers is essential.

For Candidates in service of PACS affiliated to the DCC Bank:

  1. Educational Qalification : Candidate shall possess intermediate plus JDC/HDC/DCRS or graduation from a recognized university as on 01.2023.
  2. Age as on 01.01.2023: Relaxation is given upto the age of 45 years and other relaxations as applicable in case of Reserved Category as specified hereunder subject to the overall limit of 50 years;

5. The in-service candidates of PACS affiliated to the DCCB, who are selected under this recruitment, shall be placed at the minimum basic in the Pay Scale of Staff Assistants mentioned in the notification. No weightage or additional increments shall be sanctioned for the service rendered.

The selection of the candidates shall be made on the basis of the Online Test/Examination and interview. The Online Test/Examination will be conducted in English. All the eligible candidates who apply with the requisite fee and whose applications are received in time will be called for the online test/ Examination, which will comprise the following:

 PENALTY FOR WRONG ANSWERS:

There will be penalty for wrong answers marked in the Objective Tests. For each question for which a wrong answer has been given by the candidate one fourth or 0.25 of the marks assigned to that question will be deducted as penalty to arrive at corrected score. If a question is left blank, i.e., no answer is marked by the candidate, there will be no penalty for that question.

PROCESS FOR ARRIVING AT SCORES:

The Scores of Online Examination are obtained by adopting the following procedure:

  • Number of questions answered correctly by a candidate in each objective test is considered for arriving at the Corrected Score after applying penalty for wrong
  • The Corrected Scores so obtained by a candidate are made equivalent to take care of the minor difference in difficulty level, if any, in each of the objective tests held in different sessions to arrive at the Equated Scores*

* Scores obtained by candidates on any test are equated to the base form by considering the distribution of scores of all the forms.

  • Test-wise scores and scores on total is reported with decimal point up to two digits. Note: Cutoffs are applied in two stages:
    1. on scores in individual tests
    2. on Total Score
QUALIFYING IN THE ONLINE TEST/EXAMINATION:

Candidates will have to pass in each of the objective test. The passing marks in each of the test will be decided by the Bank on the basis of the performance of all the competing candidates taken together in each test to a minimum required level. Candidates are also required to score a minimum % marks on aggregate to be considered for interview. Minimum % marks on aggregate will be decided by the Bank.

 Marks obtained in the online test will be reckoned for shortlisting for interview. Accordingly, candidates will be called for interview. Depending upon the number of vacancies, only those candidates who rank sufficiently high in the online test will be called for the interview in the ratio of 1:4. Mere eligibility/ pass in the test shall not vest any right for being called for interview. The list of candidates shortlisted for interview, will be made available on Bank’s website.

 Final selection will be on the basis of the ranking accorded, after adding the marks obtained in the online test/Examination and interview.

APPOINTMENT:

Candidates selected for current vacancies shall be taken into the service in the order of merit– cum-roster as per the requirement. The candidate, upon selection, has to execute a Contract Bond with a liability of Rs.2,00,000/-, that, he/she would serve the Bank continuously for a minimum period of 2 years.

 Before applying online a candidate will be required to have a scanned (digital) image of his/her photograph, signature, left thumb impression and the hand written declaration as per the specifications given below.

  • Photograph Image: (4.5cm × 5cm)
  • Photograph must be a recent passport style colour
  • Make sure that the picture is in colour, taken against a light-colored, preferably white,
  • Look straight at the camera with a relaxed face
  • If the picture is taken on a sunny day, have the sun behind you, or place yourself in the shade, so that you are not squinting and there are no harsh shadows

Scanning the documents:
  • Set the scanner resolution to a minimum of 200 dpi (dots per inch)

  • The image file should be JPG or JPEG format. An example file name is: image01.jpg or jpeg. Image dimensions can be checked by listing the folder files or moving the mouse over the file image icon.
  • Candidates using MS Windows/MSOffice can easily obtain documents in .jpeg format by using MS Paint or MSOffice Picture Manager. Scanned documents in any format can be saved in .jpg / .jpeg format by using ‘Save As’ option in the File Size can be adjusted by using crop and then resize option.

Procedure for uploading the documents

VERIFICATION OF CREDENTIALS:

The appointment of the candidates will be subjected to verification of credentials, such as, verification of Original Certificates of Educational Qualifications, other Qualifications, Caste Certificates, Physically Challenged certificates, etc. and also subjected to verification with the respective Universities/ Authorities. In case of physically challenged candidates, they would be required to appear before the State Government Medical Boards for medical examination of their disability, at the time of appointment and they will be issued appointment orders only upon receipt of the medical report confirming their disability at prescribed levels as indicated in the notification.

SPECIAL INSTRUCTIONS: 

IDENTITY VERIFICATION

In the examination hall as well as at the time of interview, the call letter along with original and a photocopy of the candidate’s currently valid photo identity (bearing exactly the same name as it appears on the call letter) such as PAN Card/ Passport/ Permanent Driving License/ Voter’s Card/ Bank Passbook with photograph/ Photo identity proof issued by a Gazzetted Officer on official letterhead along with photograph / Photo identity proof issued by a People’s Representative on official letterhead along with photograph / valid recent Identity Card issued by a recognized College/ University/ Aadhar card/ E-Aadhar Card with a photograph/ Employee ID/ Bar Council Identity Card with photograph should be submitted to the invigilator for verification. The candidate’s identity will be verified with respect to his/her details on the call letter, in the Attendance List and requisite documents submitted. If identity of the candidate is in doubt the candidate may not be allowed to appear for the Examination.

 Ration Card and Learner’s Driving License are not valid id proof.

 Note: Candidates have to produce in original the photo identity proof and submit photocopy of the photo identity proof along with Examination call letter as well as the Interview Call Letter while attending the examination/ interview respectively, without which they will not be allowed to take up the examination/ interview. Candidates must note that the name as appearing on the call letter (provided during the process of registration) should exactly match the name as appearing on the

photo identity proof. Female candidates who have changed first/last/middle name post marriage must take special note of this. If there is any mismatch between the names indicated in the Call Letter and Photo Identity Proof the candidate will not be allowed to appear for the examination. In case of candidates who have changed their name, will be allowed only if they produce original Gazette notification / their original marriage certificate / affidavit in original.

For Physically Challenged – the Competent Authority to issue Disability Certificate shall be a Medical Board duly constituted by the Central or State Govt. The Central/State Govt. may constitute Medical Boards consisting of at least 3 members out of which one shall be a specialist in the particular field for assessing loco motor/cerebral/visual/hearing disability as the case may be.

Action Against Candidates Found Guilty of Misconduct: Candidates are advised in their own interest that they should not furnish any particulars that are false, tampered, fabricated and should not suppress any material information while filling up the application form. At the time of written examination/interview, if a candidate is (or has been) found guilty of

  • impersonating or procuring impersonation by any person or

Call letters for Online Examination:

All eligible candidates will be required to download call letters from the Bank’s website. The candidates should download their call letters from the Bank’s website by entering his/her details, i.e., the Registration Number and Password/date of birth. SMS & E-Mail communication shall be sent to the candidates immediately after the call letters are made available for download, about ten days in advance of the date of examination.

CANDIDATES REPORTING LATE i.e. after the reporting time specified on the call letter for Examination will not be permitted to take the examination. The reporting time mentioned on the call letter is prior to the Start time of the test.
